Do you want to work as a cost expert on complex infrastructural projects that literally impact the Netherlands? For Rijkswaterstaat in Utrecht, we are looking for an experienced Cost Expert / Cost Engineer who effortlessly connects numbers, engineering, and project management.

As a Cost Expert, you will be part of the cost expertise team within one or more project teams of Rijkswaterstaat. You are the specialist when it comes to costs, estimations, and financial analyses within complex infrastructural projects.

You will evaluate contractors' budgets, develop estimations, models, and business cases, and advise the project team on procurements, changes, and cost management. You don't just focus on numbers: you understand the technical content and can translate financial consequences clearly to the project team.

Your tasks include:

• Preparing and developing cost estimations and other cost products at key decision points;
• Evaluating and assessing contractors’ budgets and cost products from external parties;
• Advising on project-related issues, procurements, changes, and cost management;
• Setting up, executing, evaluating, and improving cost products and related processes;
• Working with the SSK methodology and analyzing probabilistic results, including Monte Carlo analyses;
• Collaborating with cost advisors, cost specialists, cost analysts, and other disciplines within the project;
• Participating in cost, procurement, and other project meetings;
• When relevant, joining meetings of Rijkswaterstaat’s Cost Pool.

The specific projects you will support will be determined in consultation and depend partly on the current project priorities within Rijkswaterstaat.

What we expect from you

We are looking for an experienced cost expert who is not only technically skilled but also easily connects with contractors, colleagues, and other stakeholders.

You have:

• At least 5 years of demonstrable work experience as a Cost Expert and/or Cost Engineer;
• Relevant technical knowledge at a Bachelor's/Master's level, for example, Civil Engineering or Mechanical Engineering, or at least 5 years of demonstrable relevant work experience within the technical field;
• Civil and/or mechanical engineering knowledge;
• Knowledge of the SSK methodology, including analyzing probabilistic results such as Monte Carlo;
• A good command of the Dutch language.

Additionally, it is a strong advantage if you have experience with different contract forms, including two-phase contracts.

As a person, you are communicatively strong and persuasive. You dare to take a substantive stance from the client's perspective and can substantiate this well towards both the contractor and the project team. At the same time, you are a true team player who enjoys collaborating and sharing knowledge.
